2 janv. 1863 - Lincoln's 10% Plan

Description:

- Lincoln believed that seceded states should be restored to the Union quickly and easily
- "malice toward none, with charity for all"
- Allowed Southerners (excluding high-ranking confederate officers and military leaders) to take an oath promising loyalty to the Union and an end to slavery
- When 10% of those registered to vote in 1860 took the oath, a loyal state govt. would be formed
- Did not guarantee the right to vote regardless of race
- Contradicted Southern fears that Confederacy would be severely punished by North
- NOT ACCEPTED BY CONGRESS
