Description:

The Wade-Davis Bill, proposed in 1864, was a plan for Reconstruction that required a majority of prewar voters in Confederate states to take an oath of allegiance to the Union before reconstruction could begin. This bill, which was much harsher than Lincoln's Ten Percent Plan, was ultimately vetoed by President Lincoln, who sought a more lenient approach to reunification.
