Khrushchev toured America - the first communist leader to go. He met Eisenhower in Camp David. Both said they were ready to slow down the arms race. It was hard for Eisenhower to argue for American restraint to his own people because they thought the missile gap was in Russia’s favour. U2 spy planes found few missiles in Russia - Eisenhower queried how much of a ‘missile gap’ there really was. He couldn’t admit this to the public without also revealing that the secret U2 programme existed. ​
