Two pioneering women served as early policewomen, with Lola Baldwin of Portland, Oregon earning the distinction of being the first to receive an official badge in 1908. Prior to this, Baldwin had been tirelessly advocating for unwed mothers and prisoners. She went on to successfully persuade the Portland city council to establish the Department of Public Safety for the Protection of Young Girls and Women in 1909, which she skillfully directed.
