Description:

Instead of getting a prison sentence, minor crimes could be punished by community service.

Community service:
- is less expensive than putting someone in prison
- lessens overcrowding in prisons
- keeps the offender as part of the community
- allows easy contact with friends and family
- puts a lot of emphasis on reform
