Description:
The Roman Empire introduced stratifications of citizenship, as different “levels” of citizenship received different rights. This was also the first time citizenship was seen as a legal status, based on appeals (people can contest the state to gain citizenship), and the beginning of law and jurisprudence. Now, citizens weren’t always a part of law creation, but still subject to it.
