Description:
By 1977, Labour's had no majority and a fear of a vote of no confidence led James Callaghan to create a pact with David Steel known as the Lib-Lab pact.
This involved the 12 Liberal MPs in parliament to vote in favor of Labour's policies. It was made on the condition of a devolution act in Scotland and Wales.
