Description:

When South Carolina seceded, they wanted to take over the federal property (Fort Sumter)
- Lincoln couldn't send reinforcements or he'd
be striking first (he just sends provisions)
- forces the south to strike first

effects:
- unites the North to preserve the Union
- south rallies around the Confederacy
- 4 MORE STATES LEAVE THE UNION (2nd wave)
- Lincoln's main goal is to keep border states
