- With the TOV, Germany was not happy with the fact that Germany had to disarm but no other nation had to.
After the Manchuria crisis, the LON finally realized the intensity of the situation, and therefore finally set up a conference. A couple of months later, the conference concluded that bombing of civilian populations was prohibited, chemical warfare was prohibited, artillery size was limited, and there was a limit to the tonnage of tanks. However, there were very low expectations that this would work; for example, things like prohibiting bombing civilian populations were agreed with, but all attempts to abolish planes that were capable of bombing were always defeated, and there were always disagreements with what was allowed within the conference.
Although it wasn't a promising start, there was an even bigger problem - the Germans. At this point, Germany had been under the TOV for 6 years, and many people now accepted that Germany should be treated more equally. The main issue was, whether every other nation disarms to be at the same level as Germany, or if Germany is allowed to re-arm like every other country. The first option wasn't going to work (obviously), so the second option was considered:
- July 1932: Germany proposed that all countries disarm to its level, when the conference disagreed, Germany walked out of the conference
- September 1932: Britain sent a note that somewhat agreed to equality but the tone had a very superior tone from the British, which the Germans didn't like and angered them further.
- December 1932: an agreement was finally reached to treat Germany equally
- January 1933: Germany announced it was coming back to the conference
- February 1933: Hitler became chancellor of Germany, and secretly started re-arming Germany
- June 1933: Britain produced a disarmament plan but it failed to achieve the support of the conference
- October 1933: Hitler withdrew from the conference once again, and soon after, left the LON
By October 1933, all the powers knew Hitler was re-arming Germany, and so started to rebuild their armies. The conference tried to reintroduce disarmament but eventually ended in 1934.

- Hitler coming to power
