A new campaign was launched in May 816, with twenty thousand Romans seizing the city of Novae, where Justinian had died fifteen years before, and reestablishing Roman power on the river, though not for a significant distance; Krum now refused to give battle, as he focused on rebuilding his weakened army. Moesia was now about two-thirds back under Roman control, but retaking the rest would require at least another year’s campaign, retaking Dacia even moreso, for Dalmatia, it would take another two years beyond that, which is Nikephoros want to avoid
