以中共中央所在地延安为中心的陕甘宁边区，在开展大生产运动的同时，精兵简政，以“三三制”为原则，{1940}开始实行“普遍、自由、直接、平等”的选举制度。

其他敌后抗日根据地，也仿照陕甘宁边区，实行民主选举。
