A former neurosurgery resident at OSF Healthcare Saint Francis Medical Center has been charged with improper videotaping on hundreds of charges. Henry Chang, 28, is charged with 56 charges, including setting up a camera in a restroom to capture both male and female employees. According to Peoria County Circuit Court documents, the allegations state that 52 "Jane Does" and three "John Does" were filmed. Each count is a class 4 felony punishable by up to three years in prison. According to the reports, he began videotaping individuals not long after arriving at the hospital in early July. The most recent victim was apparently documented on August 9.
