From 1 July 2021, all private residential rental properties were required to comply with the Healthy Homes Standards within 90 days of any new or renewed tenancy, with all private rentals complying by 1 July 2024. All boarding houses were required to comply by 1 July 2021. All houses rented by Kāinga Ora (formerly Housing New Zealand Corporation) and registered Community Housing Providers were required to comply by 1 July 2023.
The Healthy Homes Standards incorporated five aspects of a rental property, which all contributed to a warm and dry home:
• heating;
• insulation;
• ventilation;
• moisture and drainage; and
• draught stopping.
Since July 2019, ceiling and underfloor insulation had been compulsory in all rental homes where it was reasonably practicable to install. The new standards required landlords to provide properties with, at least one fixed heating device capable of heating the living room to at least 18 degrees, opening windows in most rooms and extractor fans in bathrooms and kitchens.
