Description:

U.S. legislation formalized the U.S. Puerto Rico relationship. It gave Puerto Rico's 1 million inhabitants limited government and made provisions for the U.S. to make public works to improve education, sanitation and infrastructure improvements on the island. In 1917, Puerto Ricans became U. S. Citizens. In 1952, the people of Puerto Rico voted in favor of a "Commonwealth" status. Thus, it is a self governing part of the U.S. with representative to the U.S. House who has a voice but no vote, except on committees.
