Description:

This has allowed citizens of many U.S. states to place new legislation, or to place legislation that has recently been passed by a legislature on a ballot for popular vote. An assembly to put a bill on the ballot, this is a referendum. Initiative is when the citizens get signatures and make the decision to put it on the ballot to be voted on.
