Wilson wanted the university to give a second chance to "Those who can profit from it, but who have bee, for one reason or another, unable to go to a University or a College on leaving school.". Wilson faced oppositions form his Education Minister, Tony Crossland, claiming it was a waste of money. Nevertheless, Wilson continued with the OU with it recieving its Royal Charter in July 1969.
