The 13th Amendment of the Constitution was passed on January 31, 1865. The 13th Amendment to the United States Constitution says "Neither slavery nor involuntary servitude, except as a punishment for crime whereof the party shall have been duly convicted, shall exist within the United States, or any place subject to their jurisdiction." In summary, this amendment abolished slavery and servitude to another not in the servant's will. This also makes the act of owning slaves illegal. This was one of the most outstanding achievements of the American Civil War. This is because the Republicans' goal of freeing millions of slaves was reached. This Amendment still had to be passed because the Emancipation Proclamation only affected the Confederate States of America. This meant some African Americans in border states were still slaves. The amendment was originally passed by Abraham Lincoln in 1864, and was supposed to end slavery entirely, but it was failed by congress. By the end of the year the amendment was ratified by 27 states, including eight states in the south.
