So like, Russia was like "baby, I miss how we used to be part of the Three Emperors League. Let's get back together, I feel lonely." So the three created the alliance and they promised to stay neutral if any other European country were to attack any one of them. This was also an attempt to settle the dispute between Austria and Russian in the Balkans.
