60% tariff; highest ever- This meant that Euro products were 60% more expensive than American products. Harding was trying to eliminate European products.
This is an example of Isolationism and the US pulling back from world affairs.
It made it impossible for Britain and France to pay their debt to the US. So they turned to Germany and pressured Germany to pay them so they could pay the US. Germany couldn’t pay them; economy collapses. Setting stage for WW2.
