Description:
Initiative: voters can propose their own legislation (usually by petition and signatures).
Referendum: if a state passes a law and voters disagree, they can vote to strike it down.
Recall: only in a few states, usually only for governors. Voters can force an unscheduled election (usually to get rid of an unpopular governor. Usually by petition. Not common.
