Founded by Stalin as an alternative to the Marshall plan for East European countries.Placed industry and agriculture under state control and offered countries under Russia's sphere of influence economic aid as an alternative to the Marshall plan
-Stalin hoped this would encourage economic development in eastern Europe and discourage trade with the west. It also made sure that countries would not accept the Marshall plan
