Funded by the gov, this organization was meant to provide food, clothing, medical care, and education (basic needs) to ex-slaves. It was a nice idea, but many administrators were corrupt and a lot of supplies never reached their destinations. However, it did help educate around 200,000 ex-slaves. It expired in 1872 and was never renewed.
It was one of the first examples of the gov providing welfare.
