Description:

Lincoln planned to be gentle when readmitting southern states to the Union; his 10 percent plan was that 10% of each state's voters had to pledge to be loyal to the Union and to acknowledge the emancipation.

Andrew Johnson used the 10% plan but added a few things: states must formally ratify the 13th amendment, repeal succession laws, and pay off their war debt.

Radical Republicans wanted harsher punishments; hanging, long prison sentences, etc. Needless to say, they didn't like Johnson.
