A recession occurred early in Reagan's president years. The federal government was taken in less money due to the tax cut Reagan had proposed. This led to a government cut in education, urban housing programs, and to the arts and humanities. This caused much controversies since at this time also, Reagan was trying to invest in the SDI. This would lead to people thinking that Reagan's administration was antiunion.
