Czar of Russia from 1894-1917, refused to give up any power and barley changed any of the policies his father had made. Continued autocratic rule and had little understanding or care for workers’ rights.-He was a cause of the Russian Revolution because he refused to make a change and help out the suffering people. Instead, he continued to enforce harsh laws and turned a blind eye to injustice and starvation.
