Description:

The laws of Burgos stated:
- The encomienda system should be upheld, but the natives should be paid a salary for their work
- Spanish officials should punish any native who broke the law
- Detailed regulations should be followed regarding the treatment of natives including limits on hours of work, housing, clothing, feeding, and lack of cruelty
- Detailed instructions should be followed on how to instruct the natives in Christianity

The basic principle of the Laws of Burgos was that all natives were free, but they weren't necessarily capable of making use of that freedom, so they should be protected by and guided by the Spanish. In effect, the natives should be cared for by the Spanish, but had to follow their rules and ways of life.
