After the Rome-Avar War, especially the battle of Thessaloniki, the Avar Khanate had into a long decline. This give the ambitious Krum, whom succeed Kardam in 796 and want to both secure his throne and fulfill his ambition at same time by war, a huge chance to do. Krum defeated and annihilated the remainder of the Avars in Summer 797, then in Autumn, he defeat nearly twenty-thousand Khazars at somewhere Lower Danube. Khazar khan whom launch the march to intervine the Bulgars' action had been captured in the battle, left the northern steppe in chaos.
