Organization of Oil Producing Countries13 Oil producing countries united to form a cartel controlling oil production. These countries nationalized their oil production (taking it away from foreign companies) and decided to work together to maintain prices by controlling the supply. After a major worldwide gas-crisis in the late 1970s and 80s, other countries stepped up their oil production in order to become less reliant on OPEC.
