Description:
In June of 1866, the Joint Committee on Reconstruction determined that, by seceding, the southern states had forfeited "all civil and political rights under the Constitution." The Committee rejected President Johnson's Reconstruction plan, denied seating of southern legislators. This is something the North would agree with primarily because it's investigating the South and its wrong doings. This is success to Reconstruction because it's finding things about the South, and it's invalidating President Johnson's way of Reconstruction.
