Description:

Before: Johnson (publically was thought against southern planters, actually allied himself with ex-confederate leaders and gave them pardons which made the south love him and northerners and freedmen hated him) let ex-Confederates back into power (got worse when the former confederacy Vp named alexander stephens was elected to Congree-> angry republicans)

During: they effectively blocked Johnson's program.

result: southern states dropped the most objectionable provisions from their Black Codes. (same time: racial violence and hate crimes in south), Congressional Republicans thought that the federal gov had to intervene
