Description:

-refused to sign 14th ammendment
-Congress was adjourned

plan:
-amnesty to all southerners who took a loyalty oath, except high-ranking Confederates
-states could reenter the union once they revoked secession, abolished slavery, and relieved their new state govs of financial burdens by repudiating Confederate debts

result:
-a year later (time of memphis carnage), the ex-Confederates had reentered the union
-johnson wouldn't interfere with south anymore
