-rule russia until elections could be held
-Prince Lyvov -liberal -kadet?
-all but bolsheviks joined provisional gov
-many of the provisional gov members were liberals
-did not want pass any laws relating to land until the gov was more permanent
Soveit
-made by the workers and soldiers
-voted in elections for representative
-mostly socialist revolutionaries and menshivik
-some Bolshevik?
- more powerful for two reasons
1.supported by the majority but provisional is just political leaders
2. strong influence with soldiers because they stopped the mutiny
This set up required collaboration and compromise of the two groups
