2 parts:
1. approved by congress, a constitutional amendment to protect slavery from federal interference in states that already had it.
2. congressional republicans were ordered to turn this part down in fear of imperialism/filibustering, westward expansion of the Missouri Compromise lin (3630 n latitude line) to the Clai border (slavery in south, banned in north) which raised the prospect of expansion into Cuba or Central America
