In chapter 16, Bruno and his family are really being affected by staying at Out-With. Bruno and Gretel are dirty, smelly, and now they have lice. Mother wants to leave, and Bruno still doesn't understand, But now that Gretel is older, she does. Gretel has grown up following her father, so she too believes that Jews are dirty and not people at all. This really upsets Bruno, because Shmuel is his close friend, and he doesn't care that he is a Jew.
