Description:
- Initially a 15-man administrative body designed to carry out investigations with no powers of arrest- End of December it was granted powers of arrest
- Jan 1918 it was assigned armed units
- February given the power to conduct trials and executions of 'counter-revolutionaries'
- Went from 23 men by the end of 1917 to 100,000 men in 1921
