- Sufferage limited to men only, over the age of 25
- Indirect voting meant the peasant votes were filtered through three stages
- Only landowners voted directly for deputies
- Property qualifications excluded most urban workers
- 31% of votes went to landowners
- 42% to peasants
- 27% people in the towns
- Witte resigned on the same day as he was forced out by Nicholas
