In response to Japanese invasion of IndochinaUS froze Japan's assests in the US
- Pretroleum, steel and scrap iron access restricted
Japana could not revive long without USA supplying oil and iron, only had two year stock pile.
These are important to Japan’s war with China and it made the invasion of Southeast Asia for its resources more attractive. Or else they had to withdraw from China.
Negotiations broke down. Japan decided they had to invade Asia for the raw materials they needed.
To do that, they had to disable US by a surpise attack on Pearl Harbour.
They believed that a quick ‘knockout’ blow against the USA and rapid expansion southwards would convince the Americans to negotiate a peace settlement
This started the war in Asia pacific.
