Johnson issued a Proclamation of Amnesty following the Civil War in an attempt to resolve conflicts. In this document, he offered to pardon all former Confederate citizens who took an oath of loyalty to the Union and to return their property. Johnson’s Proclamation of Amnesty is significant because people were split over the treatment of former Confederates and, in the end, a number of these pardoned citizens would organize hate groups that would serve to target African Americans and Republicans, such as the Klu Klux Klan.
