2 juill. 1864 - Wade-Davis Bill

Description:

This bill would have required Southern states to make an "ironclad oath" to the United States before being admitted back into the union. It was "pocket-vetoed" by Lincoln (left unsigned until the end of the legislative season so that it could not be overridden in the Senate.)
