Description:

The Barbarossa Decree was laid out by the Führer of the German Reich, Adolf Hitler, during a high-level meeting with military officials on March 30, 1941.

Hitler proclaimed that the war against the Soviet Union would be a war of extermination in which the Wehrmacht would eliminate both the political and intellectual elites of the USSR to guarantee a long-lasting victory for Germany.

Hitler emphasised that organised military action, not military courts, would be responsible for carrying out executions.
