The authorization for the use of military force against terrorists was approved as SJRes. 23 by the Congress of the United States, which authorizes the use of the United States Armed Forces against those responsible for the attacks of September 11, 2001 and any "associated force". The authorization granted the President the authority to use all the "necessary and appropriate force" against those whom he determined "planned, authorized, committed or helped" the attacks of September 11, or that harbored such persons or groups.
