Wilson's progressive plan for reform- was aimed to achieve free enterprise, along with preserve political and economic liberty. This plan was similar to other goals of reformers during this time, but the main difference was it was created by an infuential politician (and future president), whereas the reforming traditionally was advocated by the lower class public.
