- Many Republicans objected Lincoln's 10% plan.- Argued that it would allow Southern governments dominated by secessionists.
- Required 50% of voters of a state to take loyalty oath and permitted only non Confederates to vote for new state constitution.
- Vetoed by Lincoln.
