Description:
Voters in the Soviet Union (with the exception of Georgia, Armenia, the Baltic States, and Moldova, which had already seceded) overwhelmingly approve, 78% to 22%, to reconstitute the Soviet Union into a group of equal sovereign republics. This referendum would cause first drafts of the New Union Treaty to be written, which would've resulted in a less centralized, federal system to replace the Russia centric system of the Treaty on the Creation of the USSR 1922.
