Description:
On the back of the failure of "The Articles of Confederation," this document laid the groundwork for a new government that still exists today. It was a controversial document as many states still did not want to give up power to a central authority. The document was formed and debated in secret by the Constitutional Convention in Philidelphia. It began in May of 1787 and continued until the adoption of the Constitution in September 1787.
