Description:
Officials claimed that the provisions in the previous BCLAA were not preventing terrorist outrages and that revolutionary and terrorist groups were targeting officials for assassinations. This ordinance was put into force for a year and would allow the government to detain "any person [who] is a member or is being controlled or instigated by a member" of a group that was accused on any of the scheduled offenses.
