so with the start of James first parliament in 1604, they wanted to have Francis goodwin be the place of Buckingham but James did not like this idea as he did his research and saw that goodwin was a past outlaw so James appointed his own man for the job of Buckingham (john Fortescue) and parliament did not take this lightly as they saw this as a royalist takeover operation as john acted as a double agent. so to fix this the court of chancery declined both offers that were pushed forward and appoint a new man to become the new Buckingham. this is an important date as it is the first real argument between monarchy and parilment.
