While at Yalta, the Allies (namely Stalin, Churchill, and Roosevelt) decided to create an international governing body to replace the League of Nations. This body became the United Nations. The first conference was held in San Francisco in late April of 1945. The General Assembly of the U.N. would represent all nations, while the five major Allied Powers (the U.S, the U.S.S.R, France, China, and the U.K.) would have veto powers over the General Assembly as the Security Council. This contributed to the Cold War because the U.N. was obviously capitalist biased, with three-fifths of the Security Council being capitalist countries. This would give capitalists a majority over the communists. This naturally created tensions between the two factions, as the communists found themselves, once again, being 'oppressed by the capitalists'.
