Dr. Martin Sutter and Dr. Sarah Kinney, having forced the early onset of puberty for X-21, 22, and 23 so as to force the expression of their genetic abilities early. X-21 and 22 are found to be genetically inferior and not useful to the project. X-23 though has perfectly replicated her "father's" ability. Using X-23 as a blood donor, they begin developing what is essentially MAH based on her healing ability, and testing it on cancer patients to positive results.
