Bell works for Ian MacGregor, head of the National Coal Board: "My brief involved trying to help MacGregor perform better when he appeared in public, putting the modernisation argument across better, so that people weren't just reading about miners and their families suffering, but would understand that there was a genuine economic case."

Also on the team, David Hart -- "he played an inestimable part", going undercover to gain the trust of miners and develop and anti-strike movement, even funding a breakaway union. Later developed the Gulliver Plan, to tie strike lead Arthur Scargill and the NUM up in legal difficulties.

The team ran "a massive propaganda programme", getting the editors onside to run bad stories about Scargill.
